ASEAN Taxonomy Board (ATB) Launches ASEAN Taxonomy for Sustainable Finance Version 4: A Milestone in Advancing Sustainable Finance in the Region

The ASEAN Taxonomy Board (ATB), a collaborative initiative comprising representatives from four ASEAN sectoral bodies – the ASEAN Capital Markets Forum (ACMF), the ASEAN Insurance Regulators’ Meeting (AIRM), the ASEAN Senior Level Committee on Financial Integration (SLC), and the ASEAN Working Committee on Capital Market Development (WC-CMD) —has officially launched the ASEAN Taxonomy for Sustainable Finance (ATSF) Version 4.

This marks the completion of the development of ASEAN’s regional reference framework for classifying sustainable economic activities and represents a significant milestone in strengthening the region’s transition towards a low-carbon and climate-resilient economy.

Version 4 is the culmination of a multi-year collaborative effort involving various stakeholders across ASEAN, including Otoritas Jasa Keuangan (OJK), which serves as one of Indonesia’s principal representatives on the ATB. OJK has actively contributed to the development of the conceptual framework and principles, as well as the formulation of technical screening criteria across priority sectors.

Key updates in the ASEAN Taxonomy Version 4 include:

  • Inclusion of TSC for the three (3) remaining focus sectors: Agriculture, Forestry and Fishing; Manufacturing; Water Supply, Sewerage Waste Management and Remediation;
  • Inclusion of TSC for the two (2) remaining enabling sectors: Information & Communication; and Professional, Scientific & Technical Activities;
  • Introduction of a methodology for reporting on entities, portfolios, and financial instruments based on exposure to underlying Activities across the Taxonomy’s classification tiers;
  • Updates to grandfathering criteria to include grandfathering of Amber Tiers 2 and 3; and
  • Enhancement of Essential Criteria 3, Social Aspects, updated to consider informal workers in labour and social protection systems.

The ATB remains committed to periodically reviewing and updating the ASEAN Taxonomy as a living document, ensuring it remains adaptive to technological, scientific, and market developments. In addition, ATB will focus on promoting the adoption and implementation of the Taxonomy across the region, including through capacity-building initiatives for relevant stakeholders.

In alignment with the launch of ATSF Version 4, OJK is advancing the development of the Indonesian Taxonomy for Sustainable Finance (TKBI) Version 3. The TKBI builds upon the ASEAN Taxonomy as its principal reference framework to ensure credibility, interoperability, and inclusiveness, while duly reflecting Indonesia’s national policy context and strategic priorities. The development process, which commenced in the first quarter of 2025, is scheduled for completion by early 2026.

Throughout this initiative, OJK is engaging in close coordination with relevant ministries, sectoral authorities, industry associations, and other key stakeholders to promote coherence, foster synergy, and ensure the effective implementation of the taxonomy at the national level.
