The Indonesia Taxonomy for Sustainable Finance (TKBI) is a classification of economic activities that support Indonesia’s efforts and Sustainable Development Goals (SDGs), encompassing economic, environmental, and social aspects. The taxonomy serves as a guideline to enhance capital allocation and sustainable financing in support of Indonesia’s net-zero emission target.
TKBI is developed in stages, covering all NDC-related sectors along with the relevant enabling sectors. It began with the issuance of Version 1 in February 2024, which included the main taxonomy framework and technical criteria for activities in the Energy sector. Subsequently, TKBI Version 2 included technical criteria for three NDC sectors — Construction and Real Estate (C&RE), Transportation and Storage (T&S), and part of the Agriculture, Forestry, and Fishing (AFF) sector, particularly forestry and palm oil plantations.
In line with the development of the ASEAN Taxonomy for Sustainable Finance (ATSF) Version 4 by the ASEAN Taxonomy Board (ATB), the Financial Services Authority of Indonesia (OJK) continues the development of TKBI Version 3 in 2025. This version will include Technical Screening Criteria (TSC) for three NDC sectors — AFF (Agriculture, Plantations, Fisheries and Marine, Social Forestry, and Species Conservation), Manufacturing/Industrial Processes and Product Use (IPPU), and Water Supply, Sewerage & Waste Management (WSSWM) — as well as two enabling sectors: Information & Communication and Professional, Scientific & Technical Activities.
TKBI Version 3 will also introduce the concepts of sunsetting for TSC and grandfathering for financial instruments, as well as TKBI assessments at the entity and portfolio levels. Furthermore, TKBI Version 3 will serve as the “complete version” covering the focus sectors outlined in Indonesia’s Enhanced NDC and the related enabling sectors, with a target publication in early 2026.
The preparation of TKBI is carried out through synergy and collaboration between OJK, ministries/agencies, and various national and international stakeholders. Currently, the development of TKBI Version 3 has entered the Public Consultation phase. The series of consultations — including written feedback and in-person meetings — will take place from October 11 to November 21, 2025, with Public Consultation FGDs scheduled for October 30–31, 2025.
